Description:

India’s New Education Policy, 2020 aims to create a global education environment in India. It promises to facilitate the entry of the world’s top universities through a statutory enactment for this purpose. It would substantially alter the dynamics of higher legal education in India and aims to make the education student oriented and flexible. It can also save India significant amounts of foreign exchange. While Public Sector Universities remain starved, politicised and left out, they are at times unable to meet the expected needs of higher education. Thus, the decision to allow the entry of foreign universities in India can become the first step towards turning India into an education hub in Asia. The conference will conceptualise these advantages and other advantages and study them from a practical perspective. However, several arguments and doubts have been raised regarding the viability of the global education particularly professional legal education in Indian context. Affordability and accessibility of education continue to be serious concerns in light of the constitutional mandates. The advantages and disadvantages of a centralised unitary approach to education versus a federal structure as it exists today require discussion with all stakeholders. This calls for a stock taking of evolution of educational federalism in India and the learnings from the past. There is also a need for discussion on the Socially, Economically Disadvantaged Groups in terms of reservation and scholarships. While discussing the Indian context, this conference will invite scholars from different countries to share their perspectives on internationalisation of legal education and the steps taken in their country and institutions. The international nature of conference will allow the discussants and participants to learn from different stakeholders, their concerns, experiences and the best practises and models adopted in different countries. Therefore, the conference is timely in its attempt to delve and deliberate on the globalising the professional legal education from a constitutional conspectus. Suggested Themes 1.
